In notifications regarding the reassignment of housing subsidies, an unexpected result is increasingly common: the amount of the benefit is listed as 0.00 UAH. At first glance, this looks like a refusal of assistance, but the Pension Fund of Ukraine (PFU) is quick to reassure citizens—there is no need to panic yet.
The math of the subsidy: why the amount may be zero
PFU specialists explain the situation with a simple formula. If, after calculations, the difference between the cost of utility services and the mandatory payment is zero or negative, the housing subsidy is set at 0.00 UAH. This procedure is strictly regulated by Item 60 of the Regulations on the Procedure for Assigning Housing Subsidies.
It is important to understand: the subsidy has effectively been 'zeroed out' not due to the cancellation of state assistance, but solely due to the results of the mathematical calculation. An amount of 0.00 UAH is not an automatic refusal to assign a subsidy. It merely indicates that the calculated amount of assistance for a specific non-heating season is zero.
Automatic extension and exceptions
Most Ukrainians receive a housing subsidy for the next season automatically. However, there are categories of citizens who must submit a new application and declaration. If documents are submitted within two months from the start of the season, the subsidy may be assigned from the beginning of that period, provided there is a right to receive it.
Experts also remind about related issues affecting payments.
