As of August 15, 2026, the issue of ensuring housing and communal services remains relevant for many Ukrainian families. Under the ongoing martial law, the Pension Fund of Ukraine (PFU) continues to apply specific rules for calculating household income. A key factor influencing the amount of state assistance is the status of family members participating in the country's defense. If one of the citizens registered at the subsidy address is in the combat zone, this significantly changes the algorithm for calculating the family's total income.

Exclusion of payments from income calculation

According to current legislation, when calculating a subsidy, monetary benefits, other payments, and types of social assistance received by a person during their direct participation in the defense of Ukraine are not taken into account. This rule applies to military personnel, law enforcement officers, National Guard members, SBU employees, border guards, and representatives of other law enforcement agencies defined by law. Thus, the income of a person who was directly in the combat zone should not increase the total household income for the corresponding period. This, in turn, can positively affect the amount of the granted subsidy, as the family will not be "penalized" for the defender's high official income.

Importance of confirming participation

However, the mere presence of a family member at the front does not guarantee the automatic exclusion of their income from the calculation. It is critically important to confirm that the person actually participated directly in the defense of the country during the specific period for which the PFU accounts for income. The family of a military member registered at the subsidy address should take care in advance of documents confirming the period of their direct participation in the defense of Ukraine. Without these certificates, the system may count military payments as regular income, which could lead to a refusal of the subsidy or its significant reduction.

Automation does not cancel the verification of other factors

It is important to understand: excluding a military member's payments from the calculation does not mean the automatic granting of a subsidy. The PFU takes into account the income of other household members, family composition, the cost of communal services, and other circumstances provided for by the rules for granting assistance. Even if the defender's income is not taken into account, the family must meet the norms for utility expenses relative to the total income of the other family members. Also, a number of other social payments are not taken into account, regardless of the person's participation in hostilities, which can also facilitate receiving assistance.

Contradictory data

Questions regarding the receipt of assistance often lead to discrepancies in the interpretation of the rules. On the one hand, legislation clearly states the exclusion of military income. On the other hand, in practice, there are cases where families encounter technical errors in databases where the "military" status is not correctly linked to a specific period. In addition, there is an alternative to the subsidy for families of deceased defenders, as previously reported by RBK-Ukraine. At the same time, experts remind that for those who are temporarily unemployed, the rules may differ, and there is also a nuance regarding the deregistration of family members who have long not lived in the apartment, for the optimization of the subsidy calculation.
