Ukraine has significantly simplified the procedure for obtaining driver license categories for operating vehicles with trailers by abolishing the mandatory one-year driving experience requirement. These changes were approved by the Cabinet of Ministers of Ukraine on October 7, 2026, under resolution No. 1237, which amends the existing regulations for driver training and license issuance.

New Rules for Trailer Categories

According to the adopted innovations, drivers no longer need to confirm twelve months of experience driving a base vehicle to open categories BE, C1E, and CE. Previously, this rule created certain obstacles for motorists and carriers wishing to officially expand their skills and capabilities. Now, citizens can begin training and taking exams immediately after obtaining the corresponding base category.

The Main Service Center of the Ministry of Internal Affairs notes that the abolition of the experience requirement does not mean the cancellation of professional training. Driver candidates are still required to complete a full training course at a specialized driving school and successfully pass a practical exam at a territorial service center. This approach maintains high road safety standards while simultaneously reducing bureaucratic barriers.

Special Access Rules for Trucks During Martial Law

A separate block of changes applies to drivers holding only a category B license. For the duration of martial law in Ukraine, they are officially permitted to drive category C and C1 trucks. This measure is temporary and aimed at promptly addressing the personnel and logistical needs of the state.

The relaxations established by the government remain in effect not only during the period of martial law itself but also for six months after its termination or cancellation. Representatives of relevant agencies emphasize that such steps allow for a more efficient distribution of transport resources and maintain the stability of freight transport throughout the country under difficult conditions.

Significance of the Innovations for the Market and Drivers

The government's changes are designed to facilitate the integration of new drivers into commercial and private transport sectors, as well as accelerate the completion of necessary procedures. Eliminating the mandatory waiting period for experience reduces costs for businesses and citizens seeking to legally operate truck-trailer combinations and heavy equipment. This is expected to increase labor mobility and help respond more quickly to the demands of the transport sector.
