Ukraine's First Deputy Prime Minister – Minister of Energy, Denys Shmygal, stated that the country has accumulated 14.6 billion cubic meters of gas in underground storage facilities (UGS), reaching the target fill level a month ahead of schedule. The official announced this in his Telegram channel, as reported by RBC-Ukraine.
Baseline Scenario Secured: What Meeting the Plan Ahead of Schedule Means
According to Shmygal, the volumes of blue fuel stored are fully sufficient to implement the baseline scenario for getting through the upcoming winter. In the minister's assessment, the state is already fully prepared for the autumn-winter period of 2026/2027 in terms of gas reserves. "We reached the target UGS fill level a month ahead of plan. Thank you to everyone who works daily toward this result and continues to ensure the stability of the gas sector and Ukraine's energy security," the First Deputy Prime Minister emphasized. He attributed the early completion of the plan to the coordinated work of the industry's relevant structures.
Context: The Import Component and the Loss of Domestic Production
The analytical context provided by specialized publications indicates that the early filling of the storage facilities was largely ensured by gas imports against the backdrop of declining domestic production. According to several sources, Ukraine began accumulating gas reserves in advance precisely because of the loss of part of its domestic gas production, and the storage facilities are being filled, in part, with imported feedstock. This fact does not change the achievement of the target figure of 14.6 billion cubic meters, but it underscores the dependence on external supplies amid ongoing hostilities.

Work on preparing the power system for the winter period is currently continuing along other lines. Ukraine is carrying out large-scale preparation of its energy infrastructure for the upcoming heating season: the authorities and energy operators are strengthening the protection of facilities and building up equipment reserves in all regions in order to withstand possible systematic attacks. Officials warn that the upcoming cold season will not be easier than the previous one — in their assessment, the intensity of Russian strikes on civilian infrastructure has increased several times over, creating constant risks to stable electricity and heat supply.

To minimize the consequences of possible shelling, the government has developed a comprehensive set of response measures. Previously, the authorities had already explained how Ukraine is preparing its power system for Russian strikes, paying special attention to accumulating the necessary equipment and protecting critical infrastructure facilities in the regions. Thus, the gas reserve of 14.6 billion cubic meters becomes just one element of a multi-level energy security strategy for the 2026/2027 winter, complemented by engineering and logistical measures.
