As of October 2026, a surplus of resources has been recorded in the commercial segment of the Ukrainian gas market. Due to the consequences of the war, industry is consuming less gas than domestic companies are capable of producing, which raises the issue of introducing controlled and targeted exports of the surplus.

Reasons for the Surplus in the Domestic Market

The decline in industrial capacity and the general economic situation in the country have led to private companies producing more gas than current domestic demand requires. As explained by Artem Petrenko, Executive Director of the Association of Gas Producing Companies of Ukraine, producers face serious difficulties in selling their entire volume of extracted fuel within the state. Under these conditions, market players are forced to look for new ways to balance their operations, one of which could be entering external markets.

Conditions and Quotas for the Potential Opening of Exports

The specialized association and the expert community are discussing not a complete lifting of restrictions, but the introduction of a strictly regulated mechanism. Quotas at the level of approximately 15 percent of total production are being discussed, which will help maintain the stability of the energy system and direct excess volumes abroad. At the same time, a key requirement remains ensuring the state retains leverage for prompt intervention and blocking exports in the event of extraordinary situations.

State Control and the European Context

Any export operations during wartime must be carried out according to transparent and strictly regulated rules that guarantee the security of supplies for domestic consumers. According to estimates by the Association of Gas Producing Companies, the implementation of such a mechanism can also strengthen Ukraine's position in the European energy market, especially against the backdrop of declining reserves in European Union underground storage facilities.

Significance of the Initiative for Energy Security

The ability to export surplus gas volumes will allow private production companies to maintain financial stability and invest in the further development of the industry. Maintaining a balance between the interests of the state and business will provide reliable protection for the domestic market against any unforeseen shocks.
