The Cabinet of Ministers of Ukraine has confirmed receipt of another major tranche of financial support from the European Union. This was announced by Prime Minister Serhiy Koretsky on his Telegram channel, as noted by RBC-Ukraine. According to him, the total amount received under the Ukraine Support Loan (USL) program reached €4.36 billion. As the Prime Minister emphasized, these resources are of critical importance for the country amid ongoing Russian attacks and are aimed at strengthening defense capabilities and maintaining the state's financial stability.

Tranche structure: Macro-financial assistance and the defense component

According to Koretsky's clarification, the sum received has a clear structure. The bulk — €3.7 billion — consists of macro-financial assistance designated to cover priority budget expenditures. The remaining €660 million forms the defense component of the tranche. "We will allocate these funds to priority budget expenses and the immediate needs of the Defense Forces," the Prime Minister emphasized, pointing to the dual focus of the aid: from supporting state finances to directly supplying the armed forces.

Purpose of funds and assessment of significance

In Kyiv, it is emphasized that under current conditions, such support is not just financial aid, but a tool for ensuring sovereignty and stability. According to the Prime Minister, in a situation of constant Russian attacks, the inflow of funds from European partners allows for simultaneously maintaining macroeconomic indicators and financing defense needs. That is precisely why, as Koretsky noted, the tranche is critically important for maintaining Ukraine's financial stability in the medium term.

Context: A €90 billion program for 2026–2027

It is important to understand that the Ukraine Support Loan is not a one-time measure but an element of a large-scale EU financial support program for Ukraine for 2026–2027, with a total volume reaching €90 billion. Through this mechanism, Kyiv expects not only to cover priority budget needs but also to ensure a more stable and predictable inflow of funds in the medium term. This allows for planning expenditures and defense procurement with a higher degree of certainty than in the case of one-off tranches.

Working with partners and the broader funding context

Koretsky expressed his gratitude to European Commission President Ursula von der Leyen, European Commissioners Valdis Dombrovskis and Andrius Kubilius, as well as all EU member states for their consistent support of Ukraine. He added that active work with European allies is ongoing to ensure all remaining planned funding is received on time and in full. This tranche fits into a wider picture: according to Ukrainian media, under the USL, Ukraine has already accumulated almost €13 billion in defense financing, including individual tranches of €1.2 billion each, and at the end of September, the EU Council decided to allocate about €3 billion more under the Ukraine Facility program. Thus, the receipt of €4.36 billion becomes another stage of multi-level financial support combining both budget and defense components.
