Ukraine has significantly simplified the rules for confirming labor and insurance records for pension assignments in cases where the paper labor book is lost, damaged, or contains inaccurate entries. The Cabinet of Ministers of Ukraine adopted a corresponding government resolution developed by the Ministry of Social Policy, Family and Unity. The new rules are designed to protect the pension rights of citizens who face the impossibility of gathering the usual package of archive certificates due to hostilities, occupation, or liquidation of enterprises.
New Confirmation Mechanisms and the Role of Registries
According to the adopted resolution, when assigning benefits, the Pension Fund of Ukraine is obliged to make wider use of data from state electronic registries. If the necessary information in the digital database or the labor book itself is missing, citizens are allowed to confirm their experience through alternative methods. The Ministry emphasizes that the innovation removes a significant part of the bureaucratic burden from future pensioners and accelerates the procedure for assigning pension benefits.
Assistance in Finding Witnesses and Special Procedure for Regions
In cases where work documents have not been preserved and the enterprise has been liquidated, the length of service can now be confirmed by the testimony of at least two witnesses who worked together with the applicant. Notably, the Pension Fund will assist in searching for such colleagues based on information from the Register of Insured Persons. A separate algorithm is provided for enterprises located in temporarily occupied territories or active combat zones: if archive funds and property are destroyed, the experience will be credited according to a special procedure agreed upon with the Ministry of Social Policy.
Exemption from Court Proceedings for Document Errors
An important innovation was the abolition of mandatory appeals to courts in situations where personal data in experience documents (first name, last name, patronymic, or date of birth) differ from the data in the passport or birth certificate. Now, the Pension Fund will officially establish whether the labor document belongs to a specific person according to a specially developed procedure. This government resolution was adopted in pursuance of the specialized law of Ukraine No. 4851-IX, which entered into force on August 2, 2026.
Significance of Innovations for the Pension System
The implementation of these norms minimizes the risks of losing pension rights for hundreds of thousands of Ukrainians affected by Russian aggression or bureaucratic inconsistencies in archives. The transition to flexible mechanisms for verifying work experience based on electronic databases and witness testimony makes the system more transparent and accessible. This reduces the burden on the judicial system and guarantees the timely assignment of deserved payments to citizens regardless of external circumstances.
