According to him, on certain sections of the front line, the lifespan of a newly arrived Russian conscript lasts only 20 to 30 minutes. Commenting on such critical losses, General Caine urged the audience to reflect on what is happening: "Think about this. This is what happens when cheap precision weapons are rapidly deployed, adapted, and scaled on the battlefield." In doing so, he linked the extremely high mortality rate among new arrivals not to classic artillery fire, but to the fast cycle of development, adaptation, and mass application of relatively inexpensive yet precise weapons that are quickly brought into combat use.

According to the general's assessment, a key factor is the rapid development of military technologies, above all the massive and effective use of Ukrainian drones supported by artificial intelligence and computer vision.
