Living assistance for internally displaced persons (IDPs) in Ukraine is transferred twice a month — on the 15th and the 28th. These are the dates the Cabinet of Ministers cites as the reference point for crediting, but in practice the funds may arrive with a slight shift. According to RBC-Ukraine, in most cases the delay is not due to the loss of entitlement to the payment, but rather to a technical hold-up in the banking chain.
Why the money may not arrive on the scheduled day
After the funds are allocated from the budget, they pass through an authorized bank before reaching the recipient's account. Because of this chain, the actual crediting date may shift slightly from the official 15th and 28th. As the Cabinet of Ministers emphasizes, a delay in itself does not mean that a person has been deprived of the assistance: if the entitlement to the payment is preserved and the money failed to arrive due to a technical glitch, it is enough to check the crediting status and find out the reason for the delay.
How much is the payment and who is entitled to it
The amount of the monthly living assistance is differentiated: adults receive 2,000 hryvnias per month, while children and persons with disabilities receive 3,000 hryvnias. At the same time, the payments are not automatically granted to all IDPs. The recipient must meet the criteria established by the state for the assignment or extension of the assistance, and it is compliance with these criteria that determines whether the transfers will continue.
What to do if the delay is prolonged
First, it is worth checking whether the bank details have changed and whether they are still current in the system. Then you need to find out whether the payment was continued at all and whether any issues arose during the verification of the entitlement to the assistance. If the delay lasts more than a month, it is recommended to check whether an error occurred in the crediting and to seek clarification through the available channels. A delay alone is not grounds for assuming that a person has been deprived of the assistance.
When the assistance may be terminated
Earlier, the Pension Fund of Ukraine named seven reasons for which displaced persons may be stripped of the monthly living allowance. These include significant purchases, holding a large deposit, or prolonged stays abroad. These criteria should be taken into account when planning finances so as not to lose the right to the payment.
A new payment mechanism for certain IDPs
In early August, it was announced that an experimental project for financing social services had been launched: for certain categories of IDPs, funds from the state will now be delivered in a new way — directly to the recipients' special accounts. This mechanism complements the standard scheme of twice-monthly transfers and is intended to make the delivery of assistance more targeted.
