Zelensky Appoints Anton Kovalskyi as Acting Prosecutor General

Decree on the Assignment of Duties

Ukrainian President Volodymyr Zelensky signed Decree No. 946/2026, assigning the performance of the duties of Prosecutor General to Anton Kovalskyi, who previously held the post of head of the Khmelnytskyi Regional Prosecutor's Office. The document is dated September 17, 2026, according to RBC-Ukraine. The text of the decree explicitly states: "Assign the performance of the duties of Prosecutor General to Kovalskyi Anton Anatolyevych."

The decision was made on the basis of Part 2 of Article 11 of the Law of Ukraine "On the Legal Regime of Martial Law," which reflects the special procedure for personnel appointments in the law enforcement system under martial law.

Who Is Anton Kovalskyi

Anton Kovalskyi was born on May 12, 1984, in Vinnytsia. In 2011, he graduated from the National Academy of the Prosecutor's Office of Ukraine with a degree in "Law" and began his service in the prosecutor's office in the same year.

Career Path

Over ten years, Kovalskyi rose from investigator to head of a regional prosecutor's office. From September 2020 to October 2021, he served as deputy head of the Vinnytsia Regional Prosecutor's Office; from November 2021, he headed the Chernivtsi Regional Prosecutor's Office; and from July 1, 2025, he led the Khmelnytskyi Regional Prosecutor's Office — the position he held until today's appointment.

Context: Kravchenko's Resignation

Kovalskyi's appointment came against the backdrop of the resignation of the former Prosecutor General Ruslan Kravchenko. Zelensky approved Kravchenko's dismissal by a corresponding decree dated September 15, 2026, and the Verkhovna Rada supported his resignation with 317 votes from the People's Deputies. The scandal was preceded by an investigation by the NABU and the SAP under the "Carthage" case, after which Kravchenko first resigned and then declared a suspicion against NABU Director Semen Kryvonos. Before the Rada's vote, Kravchenko left the country.

Contradictory Data

There is a discrepancy between the versions presented by the parties. Kravchenko publicly declared a suspicion against NABU Director Semen Kryvonos, however, the Office of the Prosecutor General stated that this "suspicion" had no legal meaning. Thus, one side interprets the action as a formal declaration of suspicion, while the other views it as a statement with no legal consequences; there is no unified legal qualification of this step in open sources.
