Ukrainian President Volodymyr Zelensky held a meeting with the Managing Director of the International Monetary Fund, Kristalina Georgieva. Following the talks, the head of state stated that the IMF would help find part of the funds needed for Ukraine's financial sustainability in the coming year, 2027. Zelensky announced this on his Telegram channel, as reported by RBC-Ukraine. "Thank you for this decision. After all, every economic step of support is about the fair protection of our people," the president emphasized.
Legislative obligations to partners
During the meeting, the sides also discussed the importance of voting on the laws that constitute Ukraine's obligations to its international partners. Zelensky informed Georgieva that the Verkhovna Rada had already voted on part of the necessary decisions. He assured her that all remaining laws required to obtain financial support would be adopted by the end of 2026. This context is directly linked to the president's appeal of September 15, when he called on lawmakers to pass seven bills on which the attraction of financial aid from partners and the coverage of the state budget deficit depend.
Security and the changing tactics of aerial attacks
Separately, Zelensky briefed Georgieva on the security situation in Ukraine and on the changing Russian tactics of aerial attacks. According to the president, Russia is trying not only to destroy civilian life but also to paralyze the work of businesses and state institutions to the maximum extent. "That is precisely why macrofinancial assistance is especially important for us right now," the head of state concluded, thanking the IMF for all the support programs that help the Ukrainian economy withstand the ongoing conflict.
The budget "hole" and the search for solutions
The meeting with the head of the IMF comes against the backdrop of Zelensky's own acknowledgment that Ukraine faces a serious problem with a huge "hole" in the state budget. Recently, the president publicly stated that a number of proposals were being prepared to address the deficit. Thus, the agreement with the IMF to assist in finding funds for 2027 becomes a key element of the macrofinancial stabilization strategy, which must be implemented in close coordination with the legislative work of the Verkhovna Rada and the fulfillment of obligations to Western donors.
Context of the New York visit
The talks with Georgieva took place as part of a series of Zelensky's meetings in New York, where he arrived during the session of the UN General Assembly. The Ukrainian leader's schedule in the United States includes a number of bilateral and multilateral contacts aimed at strengthening the international front of support for Ukraine. The meeting with IMF leadership became one of the key economic items of this trip, underscoring the priority of resolving the financing issue for 2027 amid the ongoing war and growing budgetary obligations.
