Zelensky to Submit to the Rada a Proposal for the Dismissal of Prosecutor General Kravchenko After a Personal Meeting

Ukrainian President Volodymyr Zelensky announced a personnel decision regarding Prosecutor General Ruslan Kravchenko. According to the head of state, following a lengthy personal meeting, the prosecutor general submitted a corresponding statement, and a proposal on this matter will be sent to the Verkhovna Rada of Ukraine, whose deputies are to vote on the dismissal. Zelensky made this statement while speaking with journalists, as reported by RBC-Ukraine.

In response to questions about personnel appointments, Zelensky noted that the previous day he had devoted a significant part of the day to these matters. In particular, the president met with the Prosecutor General of Ukraine Ruslan Kravchenko, as well as with the heads of the National Anti-Corruption Bureau (NABU) and the Special Anti-Corruption Prosecutor's Office (SAPO). “I then met with the heads of NABU and SAPO, and with the Prosecutor General of Ukraine. I had a fairly long meeting with the prosecutor general. He submitted a corresponding statement, and a proposal will be sent to the Verkhovna Rada of Ukraine,” the head of state stated. Thus, after the meeting, Zelensky intends to send a proposal to the people's deputies for a vote on the dismissal.

Context: Special Operation “Carthage”

The personnel decision was made against the backdrop of an anti-corruption investigation. According to the investigation, within the framework of special operation “Carthage,” the activities of illegal call centers and a scheme for laundering the property obtained by them are being investigated. The case involves Serhiy Kropyva, deputy head of the Department of International Cooperation of the Office of the Prosecutor General, whom the investigation considers involved in overseeing this activity. The case materials also separately mention Prosecutor General Ruslan Kravchenko himself.

Details of the Investigation

During a court hearing, a SAPO prosecutor stated that investigators recorded a conversation between Kravchenko and Kropyva which, according to the investigation, took place on March 4, 2026. From the content of the conversation, investigators claim, it can be concluded that Kropyva enjoyed the patronage of the prosecutor general, which allowed him to wield significant official powers. The investigation also points to other episodes: according to the published materials, Kropyva organized repair work in a house in Kozyn where Kravchenko resides, including the installation of a gas generator, and also arranged a flight to Spain for the prosecutor general's wife and companion shortly before his own business trip there, where, it is alleged, Kravchenko's birthday was to be celebrated; he marks his birthday on March 14.

Position of the Prosecutor General

Prosecutor General Ruslan Kravchenko had previously rejected the accusations of involvement in the activities of fraudulent call centers and the laundering of property, stating that claims about his possible receipt of funds from illegal call centers are unsubstantiated. After submitting his resignation statement, he emphasized that he considers his decision political and made it consciously, while noting that his position regarding the accusations leveled against him remains unchanged.

On the one hand, against the backdrop of the NABU investigation into officials of the Office of the Prosecutor General, Kravchenko stated that he did not intend to leave his post voluntarily, merely emphasizing his readiness to accept a decision of the Verkhovna Rada. Moreover, some of the facts (the conversation of March 4, 2026, the repairs in Kozyn, the arrangement of the flight to Spain) are presented in the investigation materials as the prosecution's version and have not been confirmed by the defense, which denies the prosecutor general's very involvement in the described schemes.
