Ukrainian President Volodymyr Zelenskyy held a meeting on eliminating the consequences of Russian strikes on energy infrastructure and the power supply situation across the regions. According to him, the most severe situation has developed in Kyiv, where residents and businesses face prolonged electricity and water supply outages. "The challenges are very serious," the head of state stated, emphasizing that this is not about short-term interruptions, but a systemic crisis affecting millions of citizens.
Causes: municipal-level failures and enemy attacks
Zelenskyy linked the deterioration of the situation in the capital to two factors. The first is the failure to implement municipal-level decisions regarding heating season preparations. The second is the continuation of enemy attacks on Ukraine's energy facilities. Thus, the president pointed to a combination of internal managerial miscalculations within the city and external military pressure that exacerbates the consequences. In his assessment, this exact combination makes the challenges "very serious" and requires emergency measures at all levels of government.
Regional reports: from Dnipro to Sumy region
During the meeting, the president heard reports on the state of power supply in Dnipro, Kharkiv, Odesa, as well as Poltava, Cherkasy, Vinnytsia, Odesa, Zhytomyr, Sumy, and Kyiv regions. This indicates that power supply problems are not local, but nationwide in scale, although, according to Zelenskyy, the peak load falls precisely on Kyiv. The reports allowed an assessment of the scale of damage and the speed of restoration in each specific region.
Resource mobilization: from private companies to the Armed Forces
A separate block of the meeting was devoted to coordination with representatives of energy companies — both state and private. Zelenskyy reported that they discussed the need to involve additional repair crews and accelerate the pace of restoration of damaged lines and facilities. In addition, the president emphasized that certain capabilities of the Armed Forces of Ukraine are being involved in restoring the power grid and energy facilities. This means that amid ongoing attacks, the military sector is taking on some of the tasks regarding infrastructure protection and repair.
Financial support for workers: monthly bonus program
Prime Minister Serhii Koretskyi reported on the launch of a monthly additional payment program for everyone involved in infrastructure restoration. The program covers energy workers, municipal utility workers, railway workers, and employees of water treatment and supply facilities. According to the authorities' plan, financial stimulation should ensure the uninterrupted work of repair crews under conditions where restoration is carried out in a round-the-clock shift mode and under the threat of repeated strikes.
The situation described by Zelenskyy at the meeting reflects the cumulative effect of months of attacks on the energy system and internal organizational problems. For Kyiv, where a significant portion of the country's population is concentrated, prolonged electricity and water outages are becoming not just a domestic inconvenience, but a factor affecting business operations, the functioning of social services, and the daily lives of millions of people. The authorities announce a transition to an accelerated restoration mode involving all available resources — from the private sector to military structures.
