Ukrainian President Volodymyr Zelenskyy stated that the armed forces of Russia launched one of the most large-scale strikes on Ukraine's energy infrastructure on October 16 throughout the entire conflict. According to him, more than 15 key power generation and transmission facilities located in various regions of the country came under fire. The head of state announced this in his Telegram channel, and the information was confirmed by the Ministry of Energy of Ukraine.
Geography and Scale of the Attack
The most difficult situation following the nighttime strike, according to the president, has emerged in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn. Damage was also recorded at energy facilities in Kharkiv, Kyiv, and Dnipropetrovsk oblasts, as well as in other regions. The Ministry of Energy previously clarified that on the night of October 17 and in the morning, Russia attacked energy facilities in 10 oblasts of Ukraine; some consumers were left without power supply. Zelenskyy emphasized that restoration work is already underway.
Arsenal Used by the Enemy
According to the president, from 19:00 on October 16 to 07:00 on October 17, Russia used over 320 jet and gasoline Shahed-type drones, as well as loitering munitions, cruise, and ballistic missiles. Zelenskyy noted that Ukrainian defenders manage to shoot down a significant portion of the weapon systems, but the massiveness and continuity of the strikes — specifically targeting the energy sector — "unfortunately have many negative consequences." He added that Russia is "scaling up its anti-energy operation" and trying to maximize the dispersion of Ukraine's reserves and restoration potential.
International Support and Restoration Work
The president reported that new support packages from European partners have already been prepared for Ukraine, expressing his gratitude to them. "And it is important that everyone in America also sees what is happening," Zelenskyy emphasized, drawing attention to the need for Washington to maintain focus on the energy situation. Emergency repair and restoration work to eliminate damage at energy facilities continues on the ground.
Moscow's Position
Russian leader Vladimir Putin, according to available data, following a report from Chief of the General Staff of the Russian Armed Forces Valery Gerasimov on the "beginning" of massive strikes on Ukraine's energy facilities, ordered the continuation of such strikes. Thus, Moscow confirms its targeted strategy of destroying energy infrastructure as a tool of pressure on the Ukrainian state and civilian population.
