Leningrad Oblast is introducing a temporary refueling limit — no more than 30 liters at a time, until October 1. The measure was adopted against the backdrop of a fuel shortage, the closure of some gas stations, and the disablement of the KINEF refinery.

On the morning of September 1, an explosion occurred in Koltushi near St. Petersburg, followed by a massive fire. Russian authorities cite an incident at an illegal dump as the cause, while Ukrainian sources place the event in the context of strikes on rear facilities.
