A ceasefire has been in effect for over 75 hours on the temporarily occupied sector of the frontline between Ukraine and Russia, with neither side violating it. According to Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, this is the longest cessation of hostilities on such a large sector since 2022. He stated that the silence agreement has been fully observed for over three days, creating the necessary conditions for a large-scale humanitarian operation in the city of Oleshky, Kherson Oblast.

Humanitarian mission: Logistics and goals

On October 30, mission participants are heading directly to Oleshky to deliver humanitarian aid and ensure the evacuation of civilians. According to Lubinets, preparations for the operation have been conducted in constant coordination since October 23. The main goal of the mission is to provide Oleshky residents — primarily the elderly, persons with disabilities, and individuals with limited mobility — with essential supplies. Special transport has been prepared for logistics and evacuation, and everyone who wishes to leave the city will be provided with a safe exit in their chosen direction. Those who decide to stay will also receive all necessary humanitarian support.

International presence and transparency

The mission's special significance is determined by the participation of US representatives. According to Lubinets, US citizens and journalists from three countries — the USA, Ukraine, and Russia — are taking part in the work. The Ombudsman emphasized that the process of aid delivery and evacuation is structured to be as open and transparent as possible, with international media involved in covering the mission. "Perhaps it is a unique story for all of us that among the journalists there are representatives of the USA, Ukraine, and the Russian Federation. We want to make the aid process as transparent as possible," Lubinets stated. He is coordinating further actions in Armyansk jointly with the Russian Human Rights Commissioner Yana Lantratova.

Gratitude for mediation

Dmytro Lubinets expressed gratitude to US First Lady Melania Trump for her mediation and coordination in organizing the humanitarian mission. The Ombudsman also stressed the critical importance of strict compliance with the ceasefire by both sides throughout the entire operation and expressed appreciation to the Ukraine Defense Forces for securing the conditions for its implementation.

Context: Why this event matters

According to Lubinets' statement, the current silence regime is the first since the beginning of 2022 when a ceasefire on such a large frontline sector has been maintained continuously for more than three days. This sets a precedent for conducting joint humanitarian operations in the conflict zone under international monitoring. The involvement of American journalists and US citizens in covering and accompanying the mission, in the Ombudsman's assessment, gives the process an additional level of publicity and accountability for all participants.
