A new system of support for the population regarding the payment of housing and communal services is being introduced in Ukraine. Starting in 2026, certain categories of citizens will be entitled to significant discounts. Details of the program implementation are reported by RBC-Ukraine, citing the Ministry of Social Policy, Family and Unity of Ukraine.
Who is eligible for the benefit
The main criterion for receiving financial support will be the income level. To qualify for the allowance, the average monthly total family income per capita over the previous six months must not exceed the threshold that grants the right to a tax social benefit. This condition is designed to ensure targeted assistance to those who truly need it.
How to apply for a discount: four ways
The state has provided several convenient channels for submitting applications to simplify the procedure for citizens. You can apply for a discount on utilities in the following ways:
- Personal visit. Citizens can apply at a Pension Fund service center or the nearest CNAP (Center for Administrative Services).
- Through local authorities. Applications can be submitted to authorized persons locally.
- Mail. The document package can be sent by mail to the official address of the Pension Fund of Ukraine (PFU).
- Online services. The fastest way is to submit an application through the PFU electronic services portal, its mobile app, or via the state service «Diia».
The introduction of digital tools, such as «Diia», allows citizens to resolve issues regarding utility benefits without leaving home, which is particularly relevant for people with limited mobility.
