As of 6:00 a.m. on September 6, 2026, a new alert system began operating in Kyiv, distinguishing between types of air threats. Instead of a single alarm signal, residents of the capital now receive messages specifying the concrete type and level of danger — from drone to missile threats. The decision was made at the government level, while the technical implementation is coordinated by the Kyiv City State Administration (KMSA).
Two alert levels and the "replacement" principle
By government decision, Kyiv residents may receive notifications at two levels. The classic "All clear" signal is retained: it means that none of the listed air threats has been detected for the city at the current moment. Each new message reflects the type and level of danger that is current at that point in time. If the type of threat changes, the newer notification automatically replaces the previous one, and a separate "All clear" is not issued between different types of threats. Thus, if a "Missile threat" message follows a "Drone danger" message, it means the missile threat has become the current one.
Where the system is already in place and where it is not yet
At the time of launch, the new alert system has been introduced in all districts of Kyiv except Pechersk. In Holosiivskyi and Sviatoshynskyi districts, the system is operating only partially. The KMSA explained that on certain territories it is not yet technically possible to distinguish between types of threats. Therefore, in these areas the order of audible alerting remains unchanged: any air danger triggers the standard siren signal — with no distinction by threat type and no audible "All clear."
Context: jet-powered drones and the shift to targeted alerts
The move to a more detailed classification of alerts is linked to a change in the nature of attacks. According to Prime Minister Serhiy Haidai, in late August the Russians began actively using jet-powered drones in Kyiv, which are harder to intercept, resulting in more than ten air alerts recorded daily in the capital. It was previously announced that alerts would be divided into yellow and red levels, and Volodymyr Zelenskyy announced new rules for responding to alerts across Ukraine.
The goal of the reform is to make the system geographically more precise: the alert and the associated restrictions should apply primarily in the districts where there is a real threat. This will allow both strengthening the protection of people and keeping the economy running in the safe parts of the city.
