On the eve of the 2026–2027 autumn–winter season, Kyiv is strengthening its food reserves and drinking water stockpiles, preparing for possible prolonged power outages and other emergencies. This was announced by Oleksiy Kuyavskyi, Deputy Head of the Kyiv City State Administration (KCCA) for the exercise of self-governance powers, whose words are cited by RBC-Ukraine. According to him, the city is laying the groundwork in advance for responding to winter challenges, with a primary focus on supporting low-income Kyiv residents and people in difficult life circumstances.

Not Just Stockpiles, but a Delivery System

The key emphasis in the KCCA's statement has shifted from simply accumulating goods to building a functioning logistics system. Kuyavskyi stressed that the capital's food security is not only about having the necessary reserves, but also about "a clear system for distributing and delivering them to those who need help the most." Meanwhile, food fairs continue to be held in all districts of Kyiv, which, according to the administration, helps smooth out local shortages and maintain the availability of basic products for residents.

Hot Meals for 25,000 People and 20,000 Supply Kits

As part of winter preparations, the city, with the support of charitable and community organizations, plans to organize hot meals for 25,000 people. In addition, the KCCA's Department of Industry and Entrepreneurship Development intends to purchase an additional 20,000 food supply kits, which will be used in the event of emergencies. As the administration notes, the main groups of food products have already been assembled and are constantly maintained, which will allow low-income residents to be promptly supplied with essential goods in the event of deteriorating performance of the power system.

The Humanitarian Headquarters as a Coordination Mechanism

All preparations are being carried out within the framework of the Kyiv Humanitarian Headquarters, established in February 2022. The headquarters coordinates the interaction of KCCA structural units, district administrations, municipal enterprises, charitable organizations, and donors, ensuring the accounting and distribution of resources, as well as the prompt delivery of aid when the security situation worsens or when residents have critical needs. Kuyavskyi separately thanked socially responsible businesses and NGOs, without which, in his words, the city would not be able to respond to emergencies in a timely manner.

Context: Heating Season Scenarios

The formation of reserves is integrated into the broader plan for Kyiv's preparation for the heating season, for which, as previously stated by the KCCA, various scenarios are being laid out. Authorities emphasize that the evacuation of hundreds of thousands of the capital's residents in winter is not currently planned, and the focus is on targeted support for specific categories of citizens and strengthening local reserves. Thus, the accumulation of food and water becomes one element of the city's multi-level resilience strategy in the event of energy restrictions.
