The Parliamentary Assembly of the Council of Europe has adopted a crucial resolution defining new priorities in international aid for Ukraine. According to the document, member states should direct a minimum of 10% of all funds allocated for the country's recovery directly toward the rehabilitation and social integration of veterans and civilians with disabilities.
New Standards of Rehabilitation and Social Support
PACE insists that the Ukrainian authorities, with the active assistance of international partners, establish a unified and fully transparent mechanism for receiving benefits and necessary social services. The plan envisions creating a comprehensive system that combines long-term medical rehabilitation, specialized psychological support, quality home care, and targeted housing adaptation for people with disabilities.
Minimum Assistance Package and Guarantees for Military Personnel
The document also provides for the introduction of a general minimum assistance package for combat veterans. It must cover physical and mental health support, educational programs, assistance with prompt employment, and reliable social protection. Special attention is paid to former prisoners of war and military families.
Long-Term Commitments and Transnational Rights
The Assembly emphasizes the need to provide enhanced and coordinated support for at least three years after the completion of military service. Furthermore, European nations must guarantee the realization of Ukrainian veterans' rights regardless of their current location.
