In August 2026, Ukraine operates under fundamentally new pension accrual rules that radically change the approach to calculating payments. Although many citizens are used to believing that the pension amount depends solely on the number of years worked, the reality is far more complex. Two people with absolutely identical work experience may receive completely different sums. This is because the state uses a complex formula that takes into account not only the time worked but also the level of official income.
The mathematics of the pension system: how individual payments are calculated
According to Article 27 of the Law of Ukraine "On Mandatory State Pension Insurance", the amount of an old-age pension is not a fixed figure. It is calculated using a formula that multiplies the base rate by two key coefficients: the salary coefficient and the insurance experience coefficient. It is these two indicators that form the individual payment picture for each pensioner.
The salary coefficient is an average value that shows how much a specific person's income exceeded or fell short of the average salary in the country at the time of their work. For the calculation, not the entire salary for a lifetime is taken, but a specifically calculated indicator. Usually, the Pension Fund of Ukraine (PFU) takes data for the entire period of service, starting from July 1, 2000. However, there is an important exception: a citizen can request to take into account earnings for any 60 consecutive months before June 30, 2000, if this period is documented, even in the presence of breaks in work.
New rules for crediting work experience: victory over "grey" salaries
One of the most significant changes that came into force on August 2, 2026, was the tightening of work experience crediting rules. Now, periods of work for which the employer has accrued contributions and submitted reports are officially included in the insurance experience, even if the actual payments were not made by them on time. This innovation is designed to protect workers' rights from unscrupulous employers who may delay payments to the budget but should not deprive employees of their pension rights.
Insurance experience is now counted in months — this is all the time when a person was subject to pension insurance. The experience coefficient is obtained by dividing the total number of months of experience by 1200. Both coefficients — experience and salary — are calculated with an accuracy of five decimal places, which ensures high accuracy of the final amount.
Digitalization and electronic sick leave: impact on work experience
In 2026, the process of documenting documents affecting work experience has become maximally automated. The Ministry of Health of Ukraine clarified that a remote medical conclusion on temporary disability now automatically generates an electronic sick leave certificate in the Pension Fund registry. This means that periods of illness arranged by a doctor remotely are automatically taken into account in the insurance experience, eliminating the risk of losing days due to bureaucratic delays.
If, at the time of pension registration, there are no official data on the average salary in Ukraine for the last three years, the system uses existing figures. Recalculation and additional pension payments occur automatically as soon as accurate data from the state becomes available.
