On September 3, 2026, the Cabinet of Ministers of Ukraine approved Resolution No. 1084, which established the conditions for providing a one-time cash benefit under the "Winter Support" program to vulnerable categories of the population for the 2026/27 heating season. The decision immediately sparked a wave of questions among citizens: would receiving this payment affect their entitlement to a housing subsidy or its amount? On September 17, 2026, the Pension Fund of Ukraine (PFU) published an official clarification giving a clear answer — "Winter Support" will not be taken into account when calculating the household's total income for the purpose of granting a housing subsidy.
How the housing subsidy is calculated and why the question was relevant
In Ukraine, the housing subsidy is granted on the basis of the household's average monthly total income. It is precisely this figure that determines whether a family is entitled to state assistance with utility payments and in what amount. Any payment that formally falls into the "income" category can potentially increase the total figure and, as a result, reduce the size of the subsidy or even deprive a citizen of the right to it. This is why citizens awaiting the "Winter Support" payment feared that the one-time amount would be counted as income and lead to a recalculation of the housing assistance in a lower direction.
Why "Winter Support" is excluded from the income calculation
The PFU referred to the Procedure for Calculating the Average Monthly Total Income of a Family (Household) for All Types of State Social Assistance. According to this document, the total income does not include, in particular, one-time benefits and compensation received within a single calendar year. "Winter Support" falls precisely into this category — it is a one-time payment, not regular income. Consequently, the funds received under this program do not increase the household income figure used in calculating the housing subsidy. Receiving a one-time benefit in itself will not be grounds for terminating the subsidy, and in a new calculation the payment is not counted as income.
Practical consequences for subsidy recipients
For Ukrainians who already receive a housing subsidy or plan to apply for one, the PFU's clarification means that applying for "Winter Support" is safe in terms of preserving the existing level of assistance. The payment will not lead to a loss of the right to the subsidy or a reduction in its amount. At the same time, it is important to understand: other income of household members that, in accordance with the law, is included in the total income (salary, entrepreneurial income, pensions, etc.) continues to be taken into account under the general rules. The exception applies exclusively to the one-time "Winter Support" payment itself.

Therefore, when applying for or extending a housing subsidy, it is important to provide complete and reliable information about earnings, entrepreneurial activity, and other regular receipts, excluding one-time compensation that is directly excluded from the calculation.
