Ukraine has concluded accepting applications for the one-time «winter support» of 19,400 hryvnias, intended to cover heating costs for the 2026–2027 heating season. According to RBC-Ukraine, citing the Main Department of the Pension Fund of Ukraine in Kharkiv Oblast, document submission ended on October 30, 2026. The Pension Fund is now moving on to processing applications, with payouts scheduled to be completed by the end of November — approximately by November 30, 2026.
Aid Amount and Disbursement Schedule
The assistance is provided once per household and amounts to 19,400 hryvnias. According to the Pension Fund, funds can be deposited into a bank account via the IBAN standard specified by the applicant during submission. Alternatively, recipients can collect cash through the branch of the organization responsible for pension and financial aid delivery at their actual place of residence.
Eligible Recipients
Vulnerable segments of the population who actually reside in territorial communities where combat operations are or were taking place are entitled to the assistance. People who do not receive a standard pension or social benefits but have a disability, are lonely, able-bodied retirement-age individuals, or members of large families could also apply. In such cases, status had to be verified with appropriate documents.
Application Process and Handling Errors
Applications were accepted from September 1 to October 30, 2026, at territorial Pension Fund offices, through administrative service centers (TsNAP), or local self-government and military administration bodies where technically feasible. After processing an application, the fund decides whether to grant the assistance and include the applicant in the recipient list or refuse it. The review outcome is communicated in the manner specified in the application, as well as through the Pension Fund electronic services portal, TsNAP, or the authority where documents were submitted. If verification reveals data errors preventing the payout, the applicant will be notified to clarify the information and provide supporting documents — this must be done by November 4, 2026.
Context: First Payouts Already Underway
The program is being implemented in phases: according to the Pension Fund, the first transfers took place at the end of September 2026 — on September 29, funding was allocated for the first 1,424 recipients, totaling over 27.6 million hryvnias. Households in frontline settlements within 20 kilometers of the frontline included in the initial lists were the first to receive support. Funds are transferred to other applicants after document processing and positive decisions. Separately, the Pension Fund reminds citizens that Ukrainians can also receive housing subsidies for utility payments during the heating season, while those who heat homes with solid fuel and cook with bottled gas can apply for benefits to purchase firewood and liquefied gas.
