The Defense Forces of Ukraine carried out successful strikes against two major Russian oil refineries, as well as enemy radar stations. The operation was conducted on September 24 and overnight into September 25, 2026.

Strikes on Strategic Facilities in Perm and Rostov Oblast

One of the targeted facilities was the Lukoil-Permnefteorgsintez plant located in Perm. The refining capacity of this enterprise is approximately 13 million tons of oil per year. The plant produces a wide range of petroleum products and is actively involved in meeting the needs of the Russian armed forces. A large-scale fire was recorded on the facility's premises following the attack.

Simultaneously, the Ukrainian military attacked the Novoshakhtinsk refinery in Rostov Oblast. The enterprise, with a refining capacity of about 7.5 million tons of oil per year, also caught fire after direct hits. The Novoshakhtinsk plant plays a key role in supplying fuel and lubricants to units of the Russian army in the southern direction.

Attack on Radar Stations and Regional Infrastructure

In addition to the oil refineries, two important enemy radar stations—the 64L6 Gamma-S1 and 39N6 Kasta-2E2 systems—were hit in the Novoshakhtinsk area. The General Staff of the Armed Forces of Ukraine emphasized that targeted work to destroy the aggressor's military and infrastructural facilities continues.

Massive Drone Attack

On the night of September 25, drones attacked several Russian regions simultaneously. Explosions and air defense sounds were heard in the areas of Sochi, Voronezh, Ulyanovsk, and Perm. In addition to refineries, a facility belonging to the Almaz-Antey concern was targeted. Previously, strikes on oil depots in the south of the Russian Federation were also reported.

Contradictory Data

While official Ukrainian sources and the General Staff of the Armed Forces of Ukraine report direct hits and successful target destruction, Russian regional and federal departments traditionally claim the successful operation of air defense systems and the falling debris of downed drones, denying large-scale destruction at the industrial sites themselves despite fires and smoke plumes recorded by local residents.
