The UN is considering moving humanitarian supplies for Ukraine into underground storage after the destruction of ten of the organization's warehouses as a result of Russian strikes. The losses were not provided for in the 2026 budget.

Zelensky stated that Ukraine has defined the geography of active actions in response to Russian strikes after a drone attack on the SBU building in Kyiv. The timing of the response will be chosen so that it yields results.

Putin stated that Russian troops have been instructed to carry out massive strikes on Ukraine's energy infrastructure in response to drone attacks on refineries. Kyiv, for its part, is preparing its power system for winter amid constant shelling.
