Ukraine faces a serious challenge ahead of the heating season. Prime Minister Serhiy Koretsky stated at a meeting that the unmet need for the energy sector amounts to approximately 650 million euros.
Budget gap and mobilization of funds
Although the Ukraine Energy Support Fund has already accumulated more than 2 billion euros, this is insufficient to fully cover needs before winter. The head of government emphasized that the pace of mobilizing international support must not be slowed down, as the upcoming winter period will objectively be difficult.
From restoration to modernization
Koretsky highlighted a strategic shift in approaches to restoration. According to him, the task is not simply to repair what has been destroyed, since the old Soviet infrastructure was inefficient. Unfortunately, the destruction of facilities by Russian aggression opens up the opportunity to build new distributed generation with the help of partners.
The new system promises to be more efficient and environmentally friendly, which will allow reducing the carbon footprint in parallel with restoration. The Prime Minister called for continuing to move in this direction.
Assistance from CIS countries and logistics
Against the backdrop of intensified Russian attacks on civilian infrastructure, including railway tracks, Ukraine is considering the possibility of receiving assistance from CIS countries. This refers to the supply of wagons and locomotives. Koretsky noted the presence of specific tasks in this matter, which will be discussed with partners.
Winter preparation at the local level
Readiness for a difficult season is being checked at all levels of government. President Volodymyr Zelenskyy convened a special meeting of the National Security and Defense Council to monitor the implementation of resilience plans in the regions. Regions that fail these tasks will face accountability.
In Kyiv, material reserves are already being formed, including food kits, and the algorithms of action for city services in emergency situations are being refined. The President also stated that Ukraine will do everything possible to end the war before the winter of 2026, using the pressure of sanctions and diplomacy to deprive Russia of an alternative to peace.
