Ukrainian PM Koretskyy stated at the YES Annual Meeting 2026 conference that there is no 'Plan B' and that frozen Russian assets must be used for Ukraine. Belgium is still blocking the EU decision, while Moscow is demanding 249 billion dollars.

The European Commission has begun assessing Ukraine's funding shortfall against the backdrop of a renewed debate on frozen Russian assets. Brussels calls the €90 billion loan its priority, but work on the assets continues.

Amid a budget deficit, Ukraine has once again raised the issue of Russia's frozen assets in the EU. Kyiv is proposing partial payments and guarantees to overcome Belgium's veto, which maintains an unchanged position.

Latvian Prime Minister Andris Kulbergs, at a meeting of the Coalition of the Willing, called on Europe to use around €200 billion in frozen Russian assets to cover the damage from Russian aggression, rather than the budgetary funds of EU citizens. Belgium allows for their use but requires agreement on a mechanism for distributing legal risks.
