German Defense Minister Pistorius warned at the Ramstein meeting that Russia will intensify airstrikes on Ukraine with the onset of winter, and called on allies to urgently bolster air defense. The Pentagon confirmed: the conflict will be protracted.

At the 36th 'Rammstein' meeting, Pistorius announced the urgent delivery of PAC2, AIM-9 and IRIS-T missiles for Ukraine's air defense before winter. The purchase of additional missiles will be financed through the 90-billion-euro EU defense loan.

According to The Guardian, at a closed roundtable in the United Kingdom, NATO military planners stated that Europe is not ready to withstand a prolonged war of attrition with Russia. The pessimism is compounded by the rise of right-wing parties and the impending reduction of US defense commitments.

Polish Prime Minister Donald Tusk stated that signals from Russia indicate preparations for escalation, and that the next 7–8 months will be critical for the security of Ukraine, Poland, and the entire region.

US Deputy Secretary of Defense Elbridge Colby will brief NATO ambassadors on Thursday about the review of the deployment of American troops in Europe. Allies will seek to assure the Pentagon that they are building up their own defensive capabilities.

Ukrainian company "General Chereshnya" and Finnish conglomerate Patria signed a memorandum on the production of Ukrainian drones in Finland for Ukraine and Europe. The agreement became part of a package of defense arrangements discussed by Zelenskyy and Stubb in Kyiv.
