At the end of August, gasoline production in Russia fell to roughly 70% of domestic consumption after drone strikes on refineries in Perm, Nizhny Novgorod, and Yaroslavl. Queues at gas stations have grown again in the regions, despite official claims of stabilization.

By the end of August 2026, all three key Lukoil refineries in Europe — in Kstovo, Perm, and Volgograd — have been shut down following UAV strikes. A combined total of over 44 million tonnes of annual refining capacity has been taken out of service.

On the night of August 25–26, the Ukrainian Armed Forces launched a massive drone strike on Russian regions: the Russian Ministry of Defense reported 426 UAVs shot down, while an oil refinery in Nizhny Novgorod Oblast and a Wildberries warehouse in Tambov Oblast were engulfed in flames.
