At the European Council meeting, Volodymyr Zelenskyy stated that Ukraine needs at least 70 billion euros from the EU for defense in 2027 to deter Russia and its growing military expenditures.

Russia plans to allocate 17.1 trillion rubles for defense in 2027, which is 27% higher than initial plans, marking a record high since 2022.

According to Ukraine's SVR, Russian regions are redirecting funds meant for budget workers' pay raises to payments for new contract soldiers. In Yakutia the indexation was postponed, and in Rostov Oblast it was cancelled.

Russia has introduced harsh austerity and a 15% staff reduction due to a shortage of war funds: the budget deficit reached 8.65 trillion rubles by August 24 and is estimated to exceed 9 trillion by year-end.
