Ukraine has enacted a law tightening liability for fraud call centers: participation and assistance carry up to 10 years in prison with confiscation of property, and hiring staff up to 5 years.

The Verkhovna Rada adopted draft law No. 10190 (313 votes), introducing a formal offense composition for fraud through call centers and the unlawful collection of personal data. The law was signed by Zelenskyy on September 16, 2026.

Ukraine’s Ministry of Defence clarified: a mobilized person sent to a training centre is considered a serviceman even before taking the oath, so desertion during the training stage carries liability under Articles 407 and 408 of the Criminal Code.

Ukrainian intelligence reported that Russia has approved the enlistment of convicted women and persons with criminal records under 11 Criminal Code articles. A new wave of mobilization is planned for 2026–2027.

China has tightened laws: now children aged 12 to 14 can bear criminal responsibility for particularly cruel murders and infliction of serious injuries. New rules require strict verification of circumstances and approval by the Supreme Procuratorate. ⚖️🇨🇳

The Verkhovna Rada supported a bill on the decriminalization of pornography for adults but strengthened liability for child pornography. The document was adopted in principle: 231 deputies voted for it. Now the law awaits the second reading and the president's signature. 🇺🇦📉🔞
