Due to the Middle East conflict and fuel shortages, the EU is forced to overpay over 100 billion euros for energy imports. The IEA warns of a winter diesel deficit.

Estonian intelligence stated that Russia has been losing more than 10,000 military personnel killed and wounded for the third week in a row, while the IEA estimates refining capacity at 30% below pre-war levels due to strikes and sanctions.

Polish Foreign Minister Sikorski stated that NATO's European air force, without US involvement, is capable of destroying half of Russia's refineries. Moscow criticized the statement, calling it "Russophobia."

The IEA cut its forecast for Russian oil refining to 4 million barrels per day — 30% below the pre-war level. The cause was record-intensity Ukrainian drone strikes on refineries and sanctions limiting repairs.
