Gas reserves in Ukrainian storage facilities have reached 15.6 billion cubic meters, exceeding the government plan by 1 billion ahead of winter.

Vladimir Omelchenko, Director of Energy Programs at the Razumkov Centre, stated that the export ban on gas led to a loss of 6 billion cubic meters of production, and called for a move to an open market model analogous to the electricity sector.

Ukraine is preparing a controlled gas export mechanism with a 15% production limit and exchange trading. Experts believe this will bring investment back to private production, provided the winter balance is maintained.

Experts are discussing the possibility of controlled exports of Ukrainian gas. This could provide private companies with funds for development, but only on the condition that winter reserves remain secure.
