Kyiv has completed 80% of the work to prepare for winter 2026/2027: three diesel generator sets have been built for the water utility, response plans have been expanded, and 12 billion hryvnia has already been allocated out of the total budget of 37 billion hryvnia.

Ukraine's Ministry of Education and Science confirmed: the in-person form of learning remains the priority for the 2026/2027 school year, with the format approved by the pedagogical council taking security into account. 5 billion hryvnias were allocated for shelters, and about 500 million for energy resilience.

The Ministry of Education and Science of Ukraine has distributed nearly UAH 500 million among 21 oblasts and Kyiv for the installation of backup power supply systems in schools. The implementation of the projects must be completed by November 15, 2026.

Ukraine's MON has launched a pilot of the upper profile school in 150 lyceums, simplified grading for grades 5–9, and is preparing schools for power outages. 90% of educational institutions already have shelters.
