Belgian Defence Minister Theo Francken stated that Brussels is categorically opposed to using frozen Russian assets for Ukraine: "the door is closed." The statement came amid pressure from Sweden, Poland, the Netherlands, Spain and the Baltic states.

The European Union is preparing an autumn sanctions package against Russia, which could include around 1,600 individuals and legal entities. The issue will be discussed at the foreign ministers' meeting on September 1–2 in Ireland, with adoption expected in mid-October.

Sweden, the Netherlands, Spain and Poland have sent a joint letter to the European Commission calling for the resumption of work on transferring more than €200 billion in frozen Russian assets to Ukraine and bypassing the Belgian veto.

The head of Iran's Central Bank stated that not a single frozen asset abroad has been unblocked after the expiry of the Islamabad Memorandum with the US. Estimates of the value of the blocked funds exceed 100 billion dollars.
