The Metallurgy Federation of Ukraine warned that a cumulative increase in Ukrzaliznytsia's freight tariffs by ~50% over five months amid port blockades forms a "death spiral" capable of reducing the cargo base to 120 million tons by 2027 and causing annual economic losses of up to 96 billion UAH in GDP.

Metinvest's Chief Operating Officer Alexander Myronenko called for not raising UZ freight tariffs amid the port blockade and proposed creating a "Railway Ramstein" mechanism.

NADPU has opposed the 30% hike in Ukrzaliznytsia's freight tariffs, warning of risks to exports, tax revenue, and GDP. The association proposes indexation of no more than 5–14% and financing of the passenger segment from the budget through PSO.

The president of “Ukrmetallurgprom,” Kalenkov, stated that a repeat increase in UZ freight tariffs would accelerate the shift of cargo onto roads. Business proposes introducing a PSO mechanism for passenger transport.
