Ukraine is preparing a controlled gas export mechanism with a 15% production limit and exchange trading. Experts believe this will bring investment back to private production, provided the winter balance is maintained.

Volodymyr Omelchenko from the Razumkov Centre estimated Ukraine's gas production losses due to the export ban at about 6 billion cubic meters over 4.5 years and called for a controlled sale of the surplus via the exchange.

People's Deputy Sergei Nagornyak stated that Ukraine may consider the partial export of privately extracted gas to the EU, however, the decision must take into account the interests of the domestic market and the accumulation of reserves for the heating season.
