The Kyiv City Council and major business are working out options to support entrepreneurs whose facilities were hit by Russian attacks: this concerns incentives on land lease and property tax. No specific decisions have been made yet.

Ukraine's Ministry of Economy proposes raising VAT by 1 p.p. to 21% to create a state fund compensating business losses from shelling. The special fund will begin operating in 2027.

Metalist Stadium in Kharkiv has not hosted matches for nearly four and a half years, but, according to management, the arena is ready for games of any level after a few days of preparation.

Kyiv and Dnipro will transfer seven MAZ buses with a capacity of up to 150 people to Odesa to restore transport destroyed by shelling. Earlier, 30 vehicles from this fleet had been transferred to Dnipro in 2022.

On September 8, RD4U opened new claim categories for Ukrainian citizens: medical care, education, moral harm and property damages. All categories for individuals are now open.

Ukraine's Ministry of Health reported that since the start of the full-scale invasion, Russia has destroyed or damaged 2,687 medical facilities. The healthcare system continues to operate, and restoration is proceeding in parallel.

Ukraine's STA has clarified the conditions for exemption from the real estate tax for owners of housing damaged as a result of hostilities. The exemption applies to Category II and III objects provided there is an entry in the state damage register.

Minister of Agrarian Policy Taras Vysotsky stated that losses from the destruction of warehouses as a result of Russian attacks should be allocated between producers and retailers on an individual basis, rather than by a single formula. A system of insurance against military risks was named the long-term solution.

Russian shelling of printing houses and warehouses has destroyed, according to industry estimates, up to half of the annual print run of Ukrainian books — up to 15 million copies. Publishers complain about the lack of insurance for goods in stock and state compensations.
