Ukrainian developers are testing Israeli in-apartment bomb shelters, “MAMADs,” but a regulatory vacuum and doubled capital costs are hindering mass adoption. We break down the economics, engineering limitations, and gaps in the building codes.

Ukrainian developers are testing safety rooms based on the Israeli MAMAD standard. Perfect Group is launching a pilot project, however the regulatory status of 'mamads' is absent from the DBN, and the price tag is 3–4% of the housing cost.

On the night of September 16, after the air raid alert was lifted, a warehouse building caught fire in Kyiv's Svyatoshyn district as a result of a drone attack. This is already the fourth episode of strikes on the capital this week.

Kyiv Mayor Vitali Klytsko reported that the capital has more than 4,000 shelters, and that within the next month the first mobile shelters with a capacity of up to 40 people will be installed at public transport stops.

On the night of September 9, Russian military forces struck Dnipro: fires broke out at a building materials warehouse and in a private house. Rescuers pulled three people from the rubble, and they are being provided with medical assistance.

From September 10, Kyiv Oblast shortens the curfew to 01:00–05:00, synchronizing the rules with Kyiv. The region is also strengthening the safety of gas stations and installing mobile shelters at Ukrainian Railways stations.

From September 10, new rules for the operation of shopping centers and stores during the yellow danger level take effect in Kyiv: businesses will be able to function if they have a shelter or by agreement with the workforce, while the decision to stay inside remains with the visitor.

The Kyiv Metro has purchased 3,600 folding chairs for 1.87 million hryvnia to provide seating for passengers at shelter stations during alerts. Delivery is planned in batches until 31 March 2027.

As of 6:00 a.m. on September 6, Kyiv introduced alerts by type of air threat: notifications now specify the concrete type and level of danger. The new system is not yet in effect in the Pechersk district.

Ukraine's Cabinet of Ministers has split air raid alerts into levels: during a yellow alert, business can operate without shelters, the metro can run in full, and a curfew from 01:00 to 05:00 will be introduced within a one-week period.

A petition has been registered in Kyiv proposing to establish dual-purpose municipal underground parking facilities near metro stations on the Left Bank. The initiator believes such facilities would relieve the load on the bridges and serve as shelters.

On the night of August 29–30, Russia again attacked Kyiv with drones: fires were recorded in a residential building, warehouses, and a green zone in the Obolonskyi and Podilskyi districts. The capital has been subjected to massive strikes for a fourth day in a row.

On the evening of August 20, a second fire broke out in Kyiv's Holosiivskyi district due to the impact of Russian drone debris. One person died, two were injured, and authorities are refining the data.

Forced evacuation of children from frontline zones continues in the Donetsk region. In August, 169 people were evacuated, but more than 500 children remain in the risk zone. A mechanism for evacuating children without parents has been approved.

The CDD warned about Russia's preparation for a new massive strike against Ukraine. Today, attacks on Zhytomyr and Kherson were recorded, where civilians died. Air defense forces shot down 56 targets, but there is damage.
