NATO stated that Russia is waging a hybrid war against Europe to dissuade the West from supporting Ukraine. The Alliance is strengthening cyber defense, and in Poland 40 espionage cases were opened in the eight months of 2026.

Polish Deputy Defence Minister Cezary Tomczyk stated that Russian strikes on western Ukraine aim to block aid deliveries, and that winter could become a turning point in the war.

German Foreign Minister Johann Wadefuhl called Lavrov’s statement about the “start of a real war” with Germany a sign of Moscow’s desperation and accused his Russian counterpart of spreading lies.

Ukraine's Foreign Minister Andrii Sybiha declared that Russia is already waging a covert war against Europe, listing a series of hybrid incidents, and proposed three steps for a response: restricting the presence of Russians, a trade embargo, and dismantling influence networks.

According to Bild, 15–20 SVR, FSB and GRU agents may have worked under diplomatic cover at the Russian consulate in Bonn. Berlin links the closure of the mission not only to the incident in Leipzig.

US Permanent Representative to NATO Matthew Whitaker stated that Russia is “mired” in Ukraine and cannot make progress on the front, but did not rule out the possibility that Moscow may take action against an Alliance country.

German investigators have identified two suspects in the preparation of a drone attack on a Ukrainian An-124 in Leipzig. Both have ties to Russia; Berlin has accused Moscow of a hybrid attack.

German intelligence uncovered a weapons cache near Berlin set up by a 24-year-old Ukrainian on the orders of Russian intelligence services. The suspect has been detained, and the case is being handled by the Federal Prosecutor's Office of Germany.
