Turkey has handed Russia and Ukraine a draft memorandum on halting attacks on civilian ships in the Black Sea. The initiative is based on the 2022 grain corridor mechanism and is a response to 25 attacks over two months.

On September 17, a Russian drone struck a civilian vessel flying the flag of Tanzania in the Black Sea. The captain was killed, three crew members were injured, and the condition of the vessel is being determined.

Russian military forces attacked the civilian tugboat Tedy near Odesa: two crew members — citizens of Azerbaijan — were killed, and two others were injured. The incident is the latest in a series of strikes on port infrastructure, which have caused Odesa's traffic to drop by 75%.

On August 27, Qatar's prime minister discussed unblocking the Strait of Hormuz with Iran in Tehran. Tehran agreed to prepare a list of conditions for restoring shipping and coordinated a central corridor with Oman.

Iran and Oman are negotiating a temporary shipping corridor and a demining mission for the Strait of Hormuz, which contradicts Trump's claims that the waters have already been cleared.

Iran has published a new list of "non-compliant" vessels in the Strait of Hormuz and threatened them with fines, arrest, and confiscation. Since mid-March, transit has been de facto managed by the IRGC.

The Bundeswehr has received the Seetaube unmanned surface vessel from STARK, based on the Vanta platform. The vessel enhances maritime reconnaissance and countermeasures against the Russian 'shadow fleet'.
