Metinvest CEO Yuriy Ryzhenkov stated that the EU's reduction of steel import quotas by over 50% threatens the survival of Ukraine's metallurgy amid the war.

Metsinvest's management warned that without a review of EU quotas, Ukrainian metallurgy risks losing access to the European market for 5–10 years amid the destruction of production capacity by Russian strikes.

In August 2026, steel output in Ukraine fell by 57.3% year on year — to 277,000 tonnes, while pig iron dropped by 65.6%. The main causes: the shutdowns of Zaporizhstal and Kametstal after strikes, the port blockade, and EU quotas.
