The US State Department stated that the decision on granting Ukraine a license for Patriot missile production has not been made, despite Trump's public statements of readiness. Negotiations are ongoing; Zelensky estimates the project launch at 1–1.5 years.

German Defense Minister Pistorius announced the signing with the US of a framework agreement on the joint production of weapons systems in Europe, including PAC-3 missiles for Patriot. Formal authorization has not yet been obtained, but Berlin views this as a key step toward reducing dependence on US supplies.

Zelensky and Trump meet in New York on September 22. Penta expert Alexandra Leonova named a joint declaration on a ceasefire before negotiations as the main expected outcome, while calling the transfer of PAC-3 missiles unlikely.

US Permanent Representative to NATO Matthew Witkoff attributed the shortage of PAC-3 missiles for Ukraine to limited global production capacity. Joint production in the country will only become possible in the long term.

The European Commission has approved €6.1 billion for Ukraine's defence purchases — Patriot systems, PAC-3 missiles, drones and EW equipment. The funds are being allocated within the framework of a total loan of €90 billion.

Alena Hetmanchuk, Head of the Mission of Ukraine to NATO, stated that through the end of 2026 Ramstein and PURL will focus on financing defense packages already approved by the US. Three countries — Australia, New Zealand, and Japan — have already made contributions.

Ukraine has sent the European Commission a request for several billion euros from the €90 billion loan to purchase PAC-3 missiles for Patriot, Ursula von der Leyen stated in Brussels.
