The US approved the sale to Ukraine of 500 Patriot PAC-3 MSE missiles for $2.1 billion, but deliveries are expected no earlier than 2030. Joint production in Ukraine has not yet been agreed upon, with the Pentagon merely 'reviewing' the license issue.

Zelenskyy stated that 500 US-approved PAC-3 missiles could protect Ukraine this winter, but deliveries will start only years from now. Kyiv is asking allies to transfer interceptors from their stockpiles.

The US State Department has approved a potential sale to Ukraine of 500 PAC-3 MSE missiles for Patriot air defense systems and related equipment worth $2.1 billion. The deal is fully funded by European partners, with Lockheed Martin executing the contract.

The US has chosen Poland to host a European maintenance center for Patriot PAC-3 interceptor missiles. The Pentagon has not disclosed the timeline, budget, or exact location of the facility.

American company Anduril has presented the Steelfin family of anti-aircraft missiles, created as a twice cheaper and mass alternative to PAC-3 for Patriot.

Zelensky announced an agreement on a new missile package for Patriot without naming the partner. The U.S. has not yet issued a license for production in Ukraine, while Germany confirmed its readiness to cover the PAC-3 shortfall with Washington’s consent.

The US State Department stated that the decision on granting Ukraine a license for Patriot missile production has not been made, despite Trump's public statements of readiness. Negotiations are ongoing; Zelensky estimates the project launch at 1–1.5 years.

German Defense Minister Pistorius announced the signing with the US of a framework agreement on the joint production of weapons systems in Europe, including PAC-3 missiles for Patriot. Formal authorization has not yet been obtained, but Berlin views this as a key step toward reducing dependence on US supplies.

Zelensky and Trump meet in New York on September 22. Penta expert Alexandra Leonova named a joint declaration on a ceasefire before negotiations as the main expected outcome, while calling the transfer of PAC-3 missiles unlikely.

US Permanent Representative to NATO Matthew Witkoff attributed the shortage of PAC-3 missiles for Ukraine to limited global production capacity. Joint production in the country will only become possible in the long term.

The European Commission has approved €6.1 billion for Ukraine's defence purchases — Patriot systems, PAC-3 missiles, drones and EW equipment. The funds are being allocated within the framework of a total loan of €90 billion.

Alena Hetmanchuk, Head of the Mission of Ukraine to NATO, stated that through the end of 2026 Ramstein and PURL will focus on financing defense packages already approved by the US. Three countries — Australia, New Zealand, and Japan — have already made contributions.
